7.9%. that is 9 million short of what he promised. >> the unemployment rate rose to 7.9% in september. it also shows some players added 171,000 jobs in october. the longer term trend is also a mixed bag. >> 160,000 new jobs. that is enough to keep pace but it is not enough to repair the damage from the recession. >> what does all this mean for the election outcome? >> most americans have made up their mind about the candidates and certainly about the economy. a little news is not likely to change that. >> about 4% of likely voters remain undecided. it is not clear whether the numbers will sway them either way. >> what else did you see that was interesting?

>> it shows growth in manufacturing and construction as well as the hotel restaurant and health-care sectors. on the downside, government hiring is down in the states and also no hourly wages remain flat. >> there are a number of referendum on questions, one of the least understood house to do with allowing illegal immigrants who pay taxes and in state tuition rate for college. david collins joins us in the studio with more on the dream act. >> honestly, there are no answers to some of the questions. how much will actually cost taxpayers? how many immigrants will go to college? will it take spots away from legal residents? >> when my father graduated high school, --

to $3.5 million by 2016. jonathan has taken steps to qualify. passage will provide him a way to become a legal resident. >> there is not a path for people like me to become documented. we cannot do it right now. >> qualifications include high school, documentation the student had filed an income tax return for three years. they must attend a community college and then transferred to a university. sign an affidavit they will seek permanent residency. small-business owners complain the state is rewarding lawbreakers. he says he has lost 75% of its business because he cannot compete. supporters consider it then investment. one study backs up that claim. >> the results are the benefits will outweigh the costs. >> in state tuition is $8,000.

struggling with the devastation. the line stretched for blocks. people waiting in traffic or for a ride on a limited public transportation. new york city was planning on going forward with its annual marathon but in the last hour michael bloomberg canceled it after receiving criticism this was not the time to do a race. crews continued to clean up debris, power lines, and trees but some homeowners say they were left behind for too long in the cold. barry sanders has their story. we understand they are happier right now because they have their power. >> the power is back on and they feel a sense of relief right now. they were upset because of a tree limb falling on a power line. they say the same thing happened last year with the same tree and they were out of power for a

like that. >> the developing story out of the committee tonight. >> a woman said she was sexually assaulted this morning while she was jogging. george is live with the details. >> police told us this afternoon the woman is in her 20's. she was going for eight run this morning. police say a man with a masked and armed with a knife grabbed her, pulled her into a dark area, and sexually assaulted her. right now there is no description of the attacker and police cannot confirm the exact location of this attack. detectives are sifting through surveillance cameras that were in the area. >> there is a lot of surveillance network in the area where the woman was jogging. businesses that have networks and hopefully we will go through the hours in

with a high temperature at the airport of 52 degrees. the average is 62. the record low was 29 degrees set back in 1976. temperatures here climbed into the low 80's. right now is 53 downtown and it is cool in the northern suburbs. southern pennsylvania, mid-40's. it is really hard to warm up with that on the ground. around freezing at the oakland. around baltimore, 30's in the suburbs. it will be breezy and that wind factors and. even though we are calling for sunshine, 25 miles an hour and that feels more like 40-45 degrees. sunrise tomorrow morning at 7:37. sunday morning, the sunrise will be an hour earlier. winds up to 25 knots tomorrow.

in the western maryland mountains, dealing with some snow and these breezes will continue -- continue, keeping temperatures below normal. on the southern edge of this flow over the east, we have these weather systems out of the pacific and then they die down to the south. this next one looks like it stays south of us but the one after that, coming in from the pacific northwest, that could develop into a new coastal storm around wednesday of next week. get outside and enjoy the sun tomorrow. bundle up. on sunday we will see a little bit of cloud cover but that moved offshore. and then a lot of sunshine for monday. later in the week, as the system comes up from the south, watch with the european model does. these tight bars mean a brisk
